According to the official version, the Sound of Hope radio station or "Xi Wang Zhi Sheng" in Chinese (Sound, or voice, of hope) is an international radio station broadcasting in Chinese. The station has an AM and FM radio network that has storefronts and officially licensed or leased time slots on legal transmitters in cities across North America.

In its early days, "Sound of Hope" used RTI's transmitter center in Huwei: Facilities that had been built in the 1970s, under the direction of the Ministry of Defense which then owned CBS and with the help and funding of the American army.
